Korea’s Anti-Corruption Agency Vows Support for ZACC

The Anti-Corruption and Civil Rights Commission (ACRC) of South Korea has committed to supporting the ZimbabweAnti-Corruption Commission (ZACC) in enhancing their efforts to combat corruption within the government sector.

The pledge was made during the signing of a Memorandum of Understanding (MoU) between ZACC and ACRC at the Korean Government Complex in Seoul on Friday.

At the signing ceremony, ACRC Chairperson Mr Ryu Chul Whan expressed his delight over the improved relations between South Korea and Zimbabwe.

“Impressed by Zimbabwe’s endeavors to combat corruption, we stand ready to exchange knowledge and expertise. Additionally, we would welcome suggestions from Zimbabwe regarding concrete measures for implementing the MOU,” he stated.

Mr. Michael Reza, the chairperson of ZACC, mentioned that this partnership will allow the Commission to implement and modify established methods such as the Integrity Assessment and Corruption Risk Assessment. They also aim to establish integrity training programs for all public servants.

Zimbabwe has implemented integrity pledges and established integrity committees, and plans to expand the program to include training sessions.

The ACRC’s Corruption Risk Assessment (CRA) mechanism will serve as an outstanding model for Zimbabwe.

Mr. Reza stated that this methodical strategy enables the detection of corruption risks within the procedures of public administration.

The Republic of Korea boasts a robust legal system encompassing several acts designed to prevent corruption and protect whistleblowers. These include the Anti-Graft Act, Conflict of Interest Prevention Act, Public Fund Recovery Act, and the Code of Conduct for Public Officials—all aimed at prohibiting bribery and unethical solicitations—as well as the Public Interest Whistle-blower Protection Act.

These regulations establish conduct guidelines for public servants.

Zimbabwe and South Korea have maintained amicable and friendly diplomatic ties over the last 31 years.

The two nations have seen reciprocal high-level trips, such as when His Excellency President Mnangagwa traveled to Seoul in June 2024 for the Korea-Africa Summit. There, he engaged in bilateral talks with South Korean President H.E Mr Yoon Suk Yeol, resulting in the signing of five accords covering areas like trade, air travel, farming, and corporate partnerships.
