Mukhyamantri Sugam Parivahan Seva
‘ to offer well-organized, accessible, and secure public transportation by buses for both city and countryside areas within the state.

The proposal includes systematic traffic management, route assessments, and scheduling of bus frequencies to ensure orderly operation of passenger buses. Cabinet members agreed that the private sector will offer secure and controlled transportation services for passengers.

A PPP (Public-Private Partnership) approach will be utilized to construct top-tier transportation facilities. Regulation of private bus companies will occur via a clear procedure facilitated by a digital information technology platform. Oversight of all aspects of bus operations will be conducted utilizing an IT-driven framework, guaranteeing adherence to service level agreements (SLAs) and key performance indicators (KPIs), which prioritize both traveler comfort and security.

To start this transportation service, an initial funding of Rs 101.20 crore was approved as seed capital. Furthermore, permission was given to establish a statewide holding corporation. At present, 20 cities have been included.

The government has established SPVs (Special Purpose Vehicles) under the Companies Act specifically for public transportation purposes; currently, 16 such entities are functioning. These organizations will consolidate into seven distinct divisions. Additionally, a holding company will be created pursuant to the Companies Act of 2013 with oversight over these seven newly structured entities. This strategic move also entails shutting down the current transport enterprises located in Rewa and Gwalior, replacing them instead with regionally focused companies.

The required modifications will be implemented.

The Motor Vehicle Rules of 1994 shall be followed, with the administrative department adhering to proper legal protocols. Transport assets presently utilized by urban transit entities will continue under their management. Development and enhancement of bus stations, depots, and halts funded through local government resources will be undertaken jointly with the holding firm to improve amenities for travelers.

Moreover, the Council of Ministers agreed to revise several allowances for government workers, adding another yearly expense of Rs 1,500 crores to the state governmentโ€™s budget. The revised Housing Rent Allowance (HRA) follows guidelines from the 7th Pay Commission: 10 percent for A-class cities, 7 percent for B-class cities, and 5 percent each for C- and D-class municipalities. All other allowances were also adjusted according to changes in the price index; this includes daily stipends, car subsidies, food grants, accommodation provisions, and regional transportation costs for inter-state trips.

The Cabinet Ministers similarly announced the Mata Bambarbaini Ancient Temple in Lavkushnagar, Chhatarpur District, as a protected site.
