On Monday, Prime Minister Muhammad Shehbaz Sharif introduced 10 million digital accounts for recipients of the Benazir Income Support Programme (BISP), marking a significant achievement in Pakistan’s progress toward openness, economic participation, and a society with less reliance on physical currency.

Using a symbolic hand gesture, the Prime Minister launched the system in the company of federal ministers, BISP leaders, and global collaborators such as GIZ. He commended BISP Chairman Senator Rubina Khalid, the BISP staff, and affiliated organizations for the “significant choice that will ensure real beneficiaries are protected and shielded from unnecessary challenges.”

According to Prime Minister Shehbaz, the digital wallet system truly reflects the spirit of Shaheed Mohtarma Benazir Bhutto, empowering BISP recipients by providing them secure, open, and straightforward access to financial aid.

He highlighted that BISP is considered a “significant program for reducing poverty and creating jobs,” yet he underscored the importance of ongoing work to increase its reach.

The premier described the initiative as “a significant step toward a cashless society.” He mentioned that during Ramadan, 78% of the aid package was effectively distributed via online methods, even though there were doubts and opposition from powerful groups. “Digital payments are essential for todayโ€™s era. They save time, eliminate graft, enhance productivity, and enable Pakistan to develop swiftly,” he stated.

The premier disclosed that he directly led several discussions about digital transformation, even though there was initially an attitude of apathy and disinterest towards the topic, emphasizing his determination to shift interactions between governments, businesses, and individuals to online platforms.

Prime Minister Shehbaz called on BISP officials to include conditions related to education and healthcare within the program. He said, “When a family receives aid, it should come with the requirement that every child from that home attends school regularly. Likewise, involvement in health programs needs to be connected to BISP funding. Only under these circumstances can this initiative truly leave behind a lasting impact that helps countless children.” He also emphasized the need to shorten the current eight-to-ten-month implementation period down to only four months.

The Prime Minister ended his remarks by honoring all involved parties, including the State Bank of Pakistan, the Information Technology Ministry, Pakistani banks, and international development partners, for their efforts. “We are not merely providing assistance; we are forging a group of planners and laborers who will construct our country,” he stated.

Previously, BISP Federal Secretary Amir Ali Ahmed stated that a senior committee had been established following the Prime Minister’s instructions to guarantee openness and simplify access within the digital framework. “Following the launch, 10 million digital accounts will be created utilizing recipientsโ€™ CNIC numbers, backed by a biometric authentication process to stop fraudulent identification,” he mentioned. He further noted that 10 million complimentary SIM cards would also be handed out, with the initial stage currently being implemented in Hyderabad, Sukkur, and Rahim Yar Khan in partnership with Jazz/Mobilink.
