Prime Minister Sarra Zaafrani Zenzri highlighted the necessity of incorporating novel financial methods, derived from fresh strategies, into the 2026 Budget Law, considering ongoing initiatives to initiate new public employment opportunities and carry out major changes across various fields such as healthcare, education, and schools.

Zaafrani issued this suggestion during a Cabinet session held on Tuesday at the Government Palace in Kasbah, where he was presiding over discussions regarding initiatives and actions linked to the taxation and fiscal aspects outlined in the 2026 Budget Law.

She also highlighted that these new systems would assist in managing economic shifts and worldwide political challenges by streamlining costs and encouraging development.

The Premier emphasized the importance of directing the initiatives and policies outlined in the 2026 Budget towards achieving fairness in society alongside fostering economic development, while reinforcing the principles of the welfare state through an emphasis on disadvantaged and low-income populations, encouraging their participation in the economy to enhance quality of life and expand communal services.

As per a declaration from the Prime Ministry, the 2026 Budget Law “is aligned with the goals outlined in the 2026โ€“2030 Development Strategy, reflecting the desires and suggestions of citizens regarding development initiatives.”

This occurs through a gradual method beginning at the local level, moving to the regional, then district, and finally national stages, aligning with President Kais Saied’s vision and grounded in constitutional principles focused on achieving balanced and fair development.

The fiscal measures outlined in the 2026 Budget Law, which were examined by the Cabinet, seek “to modernize the tax structure by creating a taxing mechanism that promotes fairness in taxation, minimizes inequalities between different societal segments, and enhances the buying capacity of people, mainly those from mid-to-low income brackets.”

The legislation aims at “increasing investments and supporting business activities by lowering the tax load on their purchases and improving access to funding with advantageous terms.”

It also seeks to “expand the variety of financial resources for social funds in order to create a stable and extensive social protection framework.”

The government will improve the management of social welfare programs by streamlining initiatives to increase their efficiency, more effectively address the requirements of specific populations, offer education, certification, and job prospects, and encourage economic and societal inclusion, thus providing long-term resolutions instead of just delivering monetary support.

The legislation further addresses public health by enhancing healthcare services, encouraging preventive measures and health safety, guaranteeing full access to essential medical care, and fostering food and water stability by advancing farming activities and aquatic cultivation to protect fishing stocks and maintain eco-friendly water usage.

Educational improvement will be facilitated by funding assessments of the education system, developing new programs and syllabi, and setting up learning environments to meet reform goals.

The legislation also seeks to aid the shift toward sustainable energy and environmental transformation by fostering the adoption of renewable sources and advancing the production of electric power storage devices.

Clauses have been incorporated to support the shift from the informal to the formal sector, aiming to motivate individuals involved in the informal economy to enter the formal system via a dedicated legal structure that streamlines bureaucratic steps, digitalizes operations, reduces tax burdens, and improves access to social welfare programs.

The government aims to fight tax avoidance and bring the unregulated sector into the mainstream by guaranteeing openness in monetary dealings, encouraging digital payments to cut down on cash exchanges, fighting illegal trading activities, and backing legitimate business operations.

Non-tax state income will see improvements, with support for public initiatives through reassessing the taxes imposed on specific public companies to ease their financial load despite ongoing structural issues.

The main components of the 2026 Budget Plan focus on job creation and lowering unemployment via fresh government hiring in 2026, addressing unstable working situations, stopping subcontracting practices, encouraging fair employment opportunities, strengthening social security systems, aiding disadvantaged populations and those with limited incomes, fostering economic inclusion, and enhancing overall quality of life.

Additional focuses involve enhancing the standard and availability of public services, particularly within transportation, healthcare, and schooling; encouraging government funding aligned with balanced growth through contributions from local, regional, and provincial councils when drafting the 2026โ€“2030 Development Strategy, thereby stimulating private financing; backing investments in clean power sources; and incorporating the unorganized workforce.

In summary, the Prime Minister emphasized the importance of balancing economic development with fairness by promoting investments and establishing a suitable social and economic structure for the construction and implementation stage.
