After the
Recent removal of Djuma Habimana, the head of the Rusizi High Court Chamber, has taken place.
As a result of delivery issues, a new president was inaugurated on Tuesday, April 1, tasked with the mission to rebuild the judicial system’s reputation in the region.

Habimana was among the trio of judicial officers who were let go earlier this month by the Judicial High Council due to their inability to keep up with advancements in technology within the legal framework. He lost his post because he handed down decisions in 391 cases that weren’t logged into the Integrated Electronic Case Management System (IECMS), missing the necessary deadlines.

Jean Baptiste Bandora, his replacement, has previously worked in locations such as Karongi.

During her address at the inauguration, Chief Justice Domitilla Mukantaganzwa assigned Bandora the responsibility of aiding the judiciary in reinstating its positive standing and reconstructing public trust within Rwanda’s judicial framework in this region.

On the same day, Eugene Rusanganwa, who had been overseeing the High Court chamber in Gasabo, was appointed to lead the Karongi chamber instead.

Mukantaganzwa informed the two judges that they should prioritize being aware of emerging issues within their jurisdiction and report these matters alongside suggested solutions to the superior judicial bodies.

Harrison Mutabazi, the judiciary’s spokesperson, stated that the primary objective of the two recently appointed judges is to administer swift and prudent justice.

The High Court, located in Kigali, comprises five divisions situated in Musanze, Nyanza, Rwamagana, and Rusizi districts. The fifth division focuses specifically on handling cases related to international crimes.
