On Friday, March 28, Kicukiro Primary Court ordered the detention of Noella Bigirimana, a former Deputy Director General at Rwanda Biomedical Center (RBC). They cited evidence suggesting she may have tampered with the procurement procedure linked to an award made to Bio Pharmacia, a business run by her mother, Venantie Mukarivuze.
In related news, last week saw prosecution taking charge of the ongoing corruption investigation involving two key figures from RBC. At a recent bond hearing, authorities informed the court about their probe into Bigirimana conducted upon receiving reports indicating her involvement in facilitating the contract secured through Bio Pharmacia. This deal, finalized early this year under tender number 456/2023, aimed at refurbishing healthcare facility apparatus across different regions. As per legal representatives, expenditures associated with executing these repairs amount up to Rwandan Francs 127 Million thus far.
Bigirimana faces charges together with both her parentโ€”Venantieโ€”and another individual named Therese Dusabe; they allege Ms. Dusabe manipulated corporate records pertaining to Bio Pharmacia during negotiations leading towards obtaining said project bid illegally. Authorities demanded confinement for thirty consecutive days arguing substantial proof exists linking all three parties directly or indirectly within fraudulent activities concerning public funds allocation processes.
However, Bigirimana countered stating that despite holding high office within RBC administration structures, personal responsibility regarding specific administrative tasks such as handling official solicitations did not fall strictly onto herself alone but rather followed strict regulatory guidelines set forth explicitly under national legislation. Furthermore, she clarified having zero interaction whatsoever via digital platforms used exclusively throughout bidding stages due primarily because retirement predated actual implementation phases entirely rendering claims baseless fundamentally.
The presiding judge sided fully with state attorneys approving incarceration pending further review scheduled imminently. Conversely, co-defendants received conditional release albeit still acknowledging potential culpability warranting closer scrutiny moving forward.
