The National Office of Electricity and Drinking Water (ONEE) has decided to stop the candidate selection process for implementing the high-voltage Dakhla-Casablanca electricity link using the BOOT (Build–Own–Operate–Transfer) approach. Instead, ONEE is concentrating on involving contractors who are already part of the project’s EPC (Engineering, Procurement, and Construction) phase.
Following several postponements, the BOOT tender process has now concluded, with ONEE focusing on executing this 1,400 km, 3 GW high-voltage line via chosen EPC contractors. The initiative has attracted five global companies—GE Vernova from the USA, Siemens Energy based in Germany, Power China SEPCO1 and TBEA both from China, along with Larsen & Toubro from India—which have all advanced to the final selection stage. This progression underscores the viability and appeal of the project within the marketplace.
The commissioning of the connection will occur in two stages: the initial 1,500 MW portion’s schedule will be finalized during the last bidding process, whereas the second phase, originally planned for 2028, is anticipated to commence in 2029.
Furthermore, ONEE has entrusted topographical assessments to Géo-Amane for two specific routes: the Oued Lakraâ-Tan-Tan section which spans 600 kilometers, and the Tan-Tan-Marrakesh route at 500 kilometers long. The purpose of this assessment is to identify the best possible pathways with an emphasis on reducing both ecological footprint and infrastructure costs.
