HFFG Cheers Government’s 13.4% Boost in Health Sector Funding

Accra, March 28, GNA – Hope for Future Generations (HFFG) and its partners have praised the government for boosting the yearly financial support to the healthcare industry by approximately GH₵ 2 billion.

This reflects a 13.4 percent nominal rise from GHS 15.6 billion in 2024 to GHS 17.8 billion in 2025, according to a statement released to the Ghana News Agency on Friday.

However, the HFFG pointed out that this represented merely 6.32 percent of the overall national budget, significantly lower than the 15 percent pledge outlined in the Abuja Declaration.

Consequently, it called for more robust pledges from the government towards sustainable and fair healthcare funding.

It was suggested that the government should prioritize funding for Universal Health Coverage (UHC), with an emphasis onPrimary Health Care (PHC) and immunization services, to guarantee continuous access to vital healthcare services.

The organization expressed worries about inflation, which, when included in the 2025 budget with February 2024 serving as the baseline, leads to a decrease in actual value by 23 percent.

It cautioned that this might limit service provision and impede advancement toward Universal Health Coverage (UHC).

The HFFG praised the government for lifting the cap on the National Health Insurance Levy (NHIL), currently amounting to GHS 9.93 billion, to fund vaccine acquisition, claim settlements, purchase of critical medications, and the provision of free primary healthcare services.

Nevertheless, it encouraged the Ministry of Finance to guarantee the prompt release of these funds to the National Health Insurance Authority (NHIA). Additionally, it requested that the Ministry of Health submits timely applications to enable efficient distribution.

As Ghana prepares to assume full responsibility for vaccine funding by 2029 after Gavi’s scheduled departure, HFFG has raised concerns about possible vaccine shortages and a rollback of public health advancements unless stable domestic financing is established.

This underscored the significance of striving for vaccine self-sufficiency to avoid shortages and lags in acquiring supplies.

The organization likewise recognized the government’s emphasis on preparing for and responding to epidemics, which includes broadened vaccination efforts and consolidated disease monitoring systems.

Nevertheless, it warned that without a specific fund for emergency readiness, the nation would stay susceptible to subsequent disease outbreaks.

Therefore, HFFG presented crucial suggestions such as releasing funds promptly for vaccine co-financing, enhancing internal financial resources for primary health care (PHC) and immunization, and setting up a specific emergency readiness fund.

This declaration underscored HFFG’s dedication to working alongside the government and various parties to achieve fair healthcare funding for every Ghanaian citizen. It also called upon policy makers to tackle significant deficiencies in order to protect the well-being of the public.
